Our Staff

Micah Marshall is the Executive Director and founder of Refuge Youth Network, a non-profit 501(c)(3) organization based in Altoona, PA. With fifteen years of full-time experience working with teenagers, fourteen of whom have been dedicated to serving Blair County through Refuge Youth Network. Micah loves to laugh and enjoy life. He finds joy in simple pleasures like food, playing games, and staying active. Most importantly, he treasures spending quality time with his wife, Bethany, and their dog, Tank. Additionally, Micah serves as an instructor at Gorilla House Gym in Altoona.
Bethany Marshall is the Assistant Director at Refuge Youth Network. Bethany Marshall was born in Long Island, New York. She grew up as a pastor and missionary kid living in 3 different states, and has also lived overseas in Kingston, Jamaica. Bethany serves alongside her husband Micah Marshall at Refuge Youth Network. Bethany enjoys drinking a good cup of coffee, shopping for good deals, and has a heart to encourage, inspire and empower others. She is the Founder and Director of Daughters a ministry birthed out of her heart to unite daughters from all generations. Bethany is also the author of three children’s book, Pickles and Prayer, Pineapples and Praise and Bubs with the Nubs! Bethany’s passion is to love God and love people. She also joyfully serves on the PennDel Women Dream Team.


Mason Stumpf is the Director of the Refuge Bellwood Campus. He Graduated from Lancaster Bible College in December of 2024 with a bachelors in ministry leadership and biblical theology. He has been married to his wife, Kessler, since May 2020, and they have a three year old son named Asher, as well as a baby boy, Shiloh, and their dog Bridget. When he's not at the church, you can find him leading worship, working out, golfing, or just being a full time dad.
CJ Flack is the Director of the Altoona Campus here at Refuge. CJ has fourteen years of ministry experience, including five years focused on discipling and mentoring young people. As the Altoona campus director for Refuge Youth Network, he is passionate about building meaningful relationships with students and helping them grow in their faith. Originally from Philadelphia, CJ attended Philly Masters Commission, where he deepened his knowledge and passion for ministry. Beyond his pastoral role, he is an outgoing, athletic individual who thrives on community and connection. A devoted husband to Kye and a proud father to Amiya, CJ brings energy, humor, and authenticity to everything he does.


Kyreisha Flack serves as our Altoona After School Program Director and alongside her husband, CJ, at the Altoona Campus . A military brat born in New Mexico and raised across Japan, Virginia, Alaska, and Philly (where she met CJ), she has a heart for reaching students from all backgrounds. Kye is passionate about helping kids and teens grow in their faith and feel seen, heard, and valued. She also has background of years in worship ministry children’s ministry. Outside of ministry, Kye loves trying new foods, watching YouTube video essays, learning languages, and geeking out over history with CJ. She’s also pursuing a psychology degree to deepen her understanding of the next generation. Most of all, she loves raising her daughter, Amiya, and watching her grow.
Jacob Ebersole is the Director of the Hollidaysburg Campus at Refuge Youth Network. A native of Martinsburg, PA, he earned his degree in Ministry Leadership with a minor in Church Music from the University of Valley Forge in 2024. Passionate about ministry and community, Jacob is dedicated to mentoring and empowering the next generation. In his free time, he enjoys creating music, drinking good coffee, and spending quality time with family and friends.


CJ Fussell is the Director of The Cove Refuge Campus. He is married to Bethany Fussell and they have a dog named Brooke. CJ graduated from InCharacter School of Ministry and has been in Youth Ministry for 12 years. He has a passion for seeing teens encounter Jesus and help them to grow in their relationship with Jesus. CJ loves sports, video games, disk golf, and hanging out.
Bethany Fussell is the Director of Digital Media for Refuge. Bethany was born and raised in Manassas, Virginia. She graduated with a bachelor of Creative Arts Ministry from InCharacter School of Ministry. She is married to CJ Fussell and also serves at The Cove Campus. CJ and Bethany have been doing ministry together since 2018. Bethany enjoys all things technology and design and enjoys cooking, video games, and spending time with friends.
